Corvette Template Opens in Single Layer in Paint Shop Pro

Thanks for the answer for the helmet question -- now I have another. I was going to paint a Corvette for a friend of mine, but when I opened it in Paint Shop Pro X3, it only had a single (background) layer. Obviously you can't paint a car properly with that. I downloaded the template from both links and they are the same. I know most people use Photoshop but I can't make heads or tails of that program and so I use PSP. Could someone check and see if there's a problem with the template. Thanks.

Does anyone know if a Paint Shop Pro compatible template has been created? I have tried everything to convert it from Photoshop but I still can't get it to open with layers in PSP.
